Rick Bulk

Rick Bulk is team lead at the Dutch Nuclear and Radiation Protection Authority (ANVS), overseeing the licensing of nuclear installations and the transport of nuclear and radioactive materials. With a background in reactor physics, he brings extensive expertise in licensing, policy advising, and nuclear safety regulation and technology. A key achievement of his team was the 2022 licensing of the Pallas research reactor—the first new reactor license in the Netherlands in over 50 years. This project provided critical insights for the ANVS and the broader Dutch nuclear sector, as interest grows in large-scale nuclear power plants, small modular reactors (SMRs), advanced reactor designs, and emerging applications such as hydrogen production and maritime nuclear propulsion.
